Located in Harrisburg, Pennsylvania, the new Joint Laboratory Facility will provide extensive laboratory space for five government agencies: Department of Agriculture, Department of Environmental Protection, Department of Health, Pennsylvania State Police, and Department of Conservation and Natural Resources. The new laboratory, facilitated by the Pennsylvania Department of General Services, is set to foster collaboration between the five agencies.

Planned as a separate building, the Pennsylvania State Police (PSP) will benefit from state-of-the-art research facilities, providing officers with a secure area to conduct research alongside ongoing cases. The 82,873GSF building will house a full firing range for forensic research and police training, the noise produced from this space gave way to the decision for a separate building for the State Police facilities.

The two-story building houses several specialized laboratories including a Signal to Noise Ratio (SNR)/Biohazard/Gunshot Residue laboratory space; a full AFIS research laboratory & office suite, and a specialized Drug/Trace Instrument & Inductively Coupled Plasma Mass Spectrometry (ICP MS) laboratory. The campus also features an administrative building where the State Police house their training classroom & lab space.

In addition to laboratory space, the PSP building houses several reference areas, including a Firearms NIBIN (National Integrated Ballistic Information Network) area and a weapons & ammunition reference space. 

A large Evidence Vault with a separate drug evidence section finds a home on the first level of the building. Accompanied by an Evidence Work Area provides forensic researchers with an extra level of security when working with evidence. In addition to the firing range, a testing laboratory with a large water tank will allow for further ballistic research.

The PSP facility also provides office and workspace for Bureau Veritas and BOA officers who may not require a full-time space. The term BOA comes from the Dutch phrase Buitengewoon Opsporingsambtenaar, which translates to Special Investigating Officer.
